The loot pool is the set of weapons and items that can actually spawn in a given mode right now — floor loot, chests, rare chests, supply drops and NPCs each draw from their own tables. Royal Arena reads those tables from the game files and applies Epic's hotfixes, which is how a weapon can be vaulted or unvaulted between two patches without a download. Spawn rates are the resolved weights per source, so a rarity you never see in chests may still be common on the floor, and vice versa.
